Basically /moe/ and /cw/ are what used to be /2/, which was cute females. /moe/ is geared towards art for younger-looking characters, while /cw/ is for more mature-looking ones. /ccs/ and /nanoha/ are series-specific boards for art and doujin/fanworks relating to CLAMP and Magical Girl Lyrical Nanoha respectively. All are safe for work. Any and all nudity will be deleted and repeat offenders may face greater consequences. Underwear/panties are permitted as long as it's tasteful or artistic and not pornographic.
